Jim Owens, Executive Director
Jim is the Founder and Executive Director of the C.A.S.T. for Kids Foundation and has been involved in Youth Sport fishing for over 30 years. He is a former President of the Washington State BASS Federation and was twice named the BASS National Federation man-of-the-year for his work with youth, conservation, and warm water fishing issues. Jim’s efforts were instrumental in the development of both the Washington State Warm Water Enhancement Program and the Washington State Youth Sport Fishing Program. A graduate of Linfield College with a BS in Education, he is married with two adult children and four grandsons. Jim was named to the National Freshwater Fishing Hall of Fame, for his lifelong contributions to the fishing industry, and will be inducted into the Hall’s Class of 2015, in early summer of next year.
Art Pasley, National Event Director, Dallas, TX

Art was born in Dallas, Texas where he developed at strong love for the outdoors. His competitive nature and passion for fishing led him to a 14 year professional career and past tenures as Youth Director, Regional Director and State President of the Texas BASS State Federation. Art began working with the C.A.S.T. Foundation in 2000 and currently serves as National Program Director overseeing the C.A.S.T. for Kids Program nationwide. Since that time he’s received numerous honors for his efforts to promote fishing and youth outdoor recreation, including recognition from Texas Governor Ann Richards. Art was inducted into the National Freshwater Fishing Hall of Fame in 2006 and can be found with family and friends sharing his love for the great outdoors in his free time.
Liz Lampkin, Regional Event Director, Clovis, CA
Liz was born in North Carolina and currently resides outside of Fresno, CA. She began a civil service career in 1990 and it is within that capacity that she began working with underserved populations. Liz was recognized by Vice President, Al Gore, for her efforts in the Welfare to Work Initiative and has received numerous honors for her participation and achievement in hiring individuals with physical and mental challenges. Her experience with government administration and coordination combined with a love for the outdoors and people with special challenges in 2006 when she first came in contact with the C.A.S.T for Kids program while employed by the Bureau of Reclamation. Liz currently serves the C.A.S.T. Foundation as Regional Event Director and assists with numerous events across the west coast. In her free time she enjoys spending time with her two sons.
Tom Spencer, Regional Event Director, Goddard, KS
Born and raised in the state of Kansas, Tom spent much of his time exploring the lakes in the Midwest. Fishing became a passion for him at a very young age and led him to fish the FLW Stren Series and other Regional Tournaments. Through his career in law enforcement, Tom began promoting the sport of fishing to disabled and at-risk youth. In 2006 he held his first event at El Dorado Lake at Shady Creek Marina, El Dorado Kansas and now assists with numerous C.A.S.T. events as a Regional Event Director.
Susan Bressler, Development & Outreach Coordinator
Susan was born and raised in Michigan, and grew up swimming, boating and fishing on Little Paw Paw Lake with her parents and siblings. She has lived in Renton, WA since 2000 and has been very active in her local community. She has worked and consulted with the Renton Clothes Bank, the Renton Chamber of Commerce, local service clubs, and spent many years working as a freelance writer and fundraiser. Susan has a Master’s Degree in Organizational Management from the University of Wisconsin-Green Bay, and a Bachelor’s Degree from Louisiana State University-Shreveport in Psychology/English. She enjoys spending time travelling with her husband, Don, who is a retired college president, her dogs, and her Godchildren, Alex and Carrington.
Jessica Kelly, Office & Programs Coordinator
Jessica joined the foundation staff in September 2012 after 3 years as a foundation volunteer and 20+ years volunteering at CAST and Fishing Kids events. Jessica is a volunteer in Collections for the Renton History Museum and is a very active volunteer with a local Boy Scout Troop. Away from work she spends time scrapbooking, traveling, reading, and raising her two children.
